Yose Rizal Damuri


Yose Rizal Damuri, Head of the Department of Economics, Center for Strategic and International Studies. His research activities focus on international trade, regional integration and globalization of value chain. He is active in several research and advisory networks both in Indonesia and in East Asia, such as Indonesia Service Dialogue (ISD) and Asia-Pacific Research and Training Network on Trade (ARTNeT).

Yose also teaches International Economics courses at the Faculty of Economics University of Indonesia. In addition, he occasionally writes in local and national newspapers. He received his Bachelor of Economics from the Faculty of Economics, University of Indonesia. He continued his study at the National Centre for Development Studies, Australian National University (ANU), Canberra and got his Master of Economics of Development (MEcDev). He received his PhD in International Economics from the Graduate Institute of International Studies (HEI), Geneva, Switzerland.

A Maritime Silk Road and Indonesia’s Perspective of Maritime State

Abstract

This study is intended to see how the Maritime Silk Road (MSR) will be positioned in Indonesia’s development and strategic perspective in the context of regional initiatives. While the motivations to promote the MSR are mainly economic, there also exist political considerations and consequences of the initiative that will shape the implementation and outcome of the proposed cooperation. This study takes both economic and political perspectives into consideration. The report of this study is organized as follows. After the introduction, the second section highlights various issues related to the MSR initiative. Services Sector Development and Improving Production Network in ASEAN

Abstract

While the importance of services sector in creating value added and employment has been recognized, the role of services as providers of major inputs to production sector are often forgotten and overlooked. This paper stresses the importance of services sector in supporting economic activities in general; the role that has become increasingly more critical in the wake of global production network. It argues that development of the services sector is crucial to supporting an economy’s participation in networks of production and in promoting industrial upgrading. Within that context, this paper provides insight on the direction of services development in ASEAN countries and those countries can benefit by supporting greater services integration across the region.

Sebagai usaha untuk merespon kondisi pertumbuhan ekonomi yang melambat, Kementerian Koordinator Bidang Perekonomian hingga kini telah meluncurkan setidaknya 10 Paket Kebijakan Ekonomi. Paket-paket kebijakan tersebut memiliki cakupan serta dimensi yang cukup luas. Salah satu tujuan perumusan paket kebijakan tersebut adalah untuk memperbaiki iklim investasi di Indonesia melalui revisi sejumlah regulasi yang dinilai menjadi hambatan bagi pelaku usaha untuk melangsungkan aktivitas ekonominya dengan efisien. Services Sector Development in Indonesia and the Implementation of AEC Measures in Services

Abstract

The ASEAN Member States (AMS) agreed that freer flow of services would become an integral part of the ASEAN Economic Community in order to support economic development in the region. However, while the initiative has set an ambitious target, its implementation has been less convincing. This article looks at the implementation of several ASEAN initiatives on trade in services in Indonesia. The country seems to be lagging behind in implementing its commitments to provide greater market access for services providers. Therefore, Indonesia might loss opportunity in economic development from not being able to acquire benefits from the availability of high quality services.

Kondisi Persaingan Usaha di Indonesia 1997-2012 - Analisis Konsentrasi Industri dan Iklim Regulasi

Kami melakukan analisis kondisi persaingan usaha di Indonesia sejak krisis 1997 menggunakan dua pendekatan: analisis kuantitatif dengan beberapa indikator konsentrasi industri pada tingkatan agregat, serta analisis regulasi yang terkait persaingan usaha pada tingkat sektoral secara spesifik, terutama pada industri yang dipengaruhi dengan regulasi yang menghambat persaingan usaha yang kondusif. Secara umum, kami menemukan bahwa struktur industri manufaktur kembali mengalami peningkatan konsentrasi sejak 1997 hingga 2012, sebagaimana ditunjukkan oleh seluruh indikator yang digunakan dalam studi ini. Dari aspek regulasi, kami menemukan sejumlah regulasi yang dikeluarkan oleh berbagai Kementerian/Lembaga, yang tidak konsisten dengan prinsip persaingan usaha yang dimandatkan dalam Undang-Undang No 5 Tahun 1999, karena melakukan diskriminasi....
