The first phase of the project (2001-02) examined the current debate on constitutional reform that has been going on since 1999. It proposed review of the amendment to the 1945 Constitution and made recommendations for a better process and substance.

The second phase (2002-03) involves critical review of the whole process and substance of the amendment to the 1945 Constitution, as well as providing recommendations for further reform of the Indonesian Constitution.

Outputs: (1) Critical Review of the Amendment to the 1945 Constitution, presented before the PAH I BP MPR, 28 February 2002 (first phase); (2) book on constitutional reform in Indonesia (second phase)
