The project is designed to provide independent input into the official process of the strategic defence review being conducted by Indonesias Department of Defence. The primary goal of the project is to provide a comprehensive review of, and choices for, Indonesias national defence policy and strategy.

The specific objectives are to:

  •     Assess the current and projected strategic environment, both national and international, within which the reform of national defence is carried out;
  •     Identify challenges and threats to Indonesias national security in the ensuing 5-10 years;
  •     Identify the strategic and operational challenges (both in terms of capability and force structure) that need to be addressed by the TNI in order to counter the challenges and threats; and
  •     Recommend adjustments and changes that should be made by both the Indonesian government and the TNI in the next 5-10 years.

Time frame: October 2003-September 2004
